Prison Overcrowding

OvercrowdingOne of the most serious problems confronting the criminal justice system is prison overcrowding. Most countries stuggle with the problem which has a number of causes. It is possible to reduce overcrowding. It is also possible to reduce the adverse effects of overcrowding on those who live and work in prisons.

This section includes an introduction to the problem of prison overcrowding, recommendations on how to reduce this problem, an in-depth look at one approach -- community service -- that has been used by PF national affiliates in Africa to reduce the number of people going to prison, and guidelines for managing overcrowded prisons.
